If this: [link] is the legislation they are talking about, it doesn't say all artists lose their right to their work and have to pay money to register every doodle on a napkin they do so it doesn't get stolen. It says for the most part that if someone makes a reasonably documented search for something and is unable to find the copyright owner then they are allowed to use it, and if the copyright holder is found then they can get damages for the infringement.
The long and short of it is: the bill isn't so people can screw us off and make monies. This is to benefit things like old recordings and historical documents that can't be released to public domain due to copyright, despite the owner being long gone. Anyone who uses this to weasel out of paying someone will be slapped down.
